Online Poker Bill Blocked by Would-Be Kennedy Replacement

The attorney general of Massachusetts prevented an intrastate online poker bill from advancing to the ballot and declared online gambling in all forms illegal in the state, just as she swore running for US Senate wouldn't influence her job.

Massachusetts Attorney General Martha Coakley, who has used an anti-gambling stance to enhance public awareness of her, refused to allow state residents to vote on creating regulated intrastate online poker. Coakley told the Poker Players Alliance a measure to allow poker players to play online as long as both server and bettor were in Massachusetts wasn't written in proper form to be included on the fall ballot.

Coakley announced this week she would run for the US Senate seat vacated by the death of Ted Kennedy. Immediately she had to field questions about her ability to continue as Attorney General while campaigning, but insisted her political ambition would not affect her performance as AG.

“I will stay involved,” Coakley told the Boston Herald. "I have been and will remain involved in the major decisions in the office.”

While Coakley asserted her attention to tasks at hand, it was uncertain whether critics had thought she would neglect her job, or whether they had meant she now has political implications lying on legal decisions such as reviewing the online poker initiative.

Coakley told poker advocates that the wording of the bill left in question whether Massachusetts would be able to legally force the payment of a suggested five percent tax on Internet poker deposits.

Despite the presence of no state law against Internet gambling, Coakley's office states on its website that all online gambling is illegal.

Slot Machine Manufacturer Exploring Online Casino Expansion

Advertisements seeking to fill positions running an online casino were released by land-based slot machine company WMS.

WMS Gaming, a manuacturer of slot machines for land-based casinos, is apparently preparing to expand its interests to include online casinos. According to a report by Casino City Times, the Illinois company has posted ads seeking employees with experience in online gambling operations.

The ads include positions for affiliate manager, creative designer, payments director and risk analyst. The listings specify that the operation will be a UK Internet gaming company, and job positions will be based in London.

WMS has long been a premier manufacturer of hardware for land casinos around the globe. Movement toward online operations may be an attempt to redefine its business to include the potential overshadowing of land gambling by Internet casinos.

WMS may be following the path being set by Harrah's Entertainment, the land-based gaming giant which has begun offshore online casino operations in anticipation of eventual opening of the US market. While neither Harrah's nor WMS has shown any indication of accepting US residents as customers, each may seek an advantageous position when the market conditions change.

Pressure continues to build in the US Congress to regulate online gambling and protect individual rights to choose Internet casino gambling. Several bills have been introduced to oversee and tax online casinos, and both practical and philosophical reasons for regulating the industry are gainging support.

IPT Malta: Level 16 updates (2,000/4,000/500)

7.00pm: Last three hands
Mike Neuens, Hugo Lemaire, Guy Bachar, JC Alvarado and Balazs Botond are all vying for the chip lead as the players play the final three hands of the day. To find out who finished the day as chip leader, please check out the recap.

6.40pm: Last 30 minutes
With the elimination of Tadas Gromas, the tournament will play out the remainder of this level before finishing for the night.

6.30pm: Tadas Gromas bubbles IPT Malta
Three eliminations left the tournament on the bubble fairly quickly. Hand-for-hand was implemented but it took about 10 minutes before the bubble hand was allowed to be played.

A previous hand saw Glenn Cymbaluk all in on the turn of a 5♦9♣2♥3♥ board with J♦J♣ against Joni Jouhkimainen's 5♥4♠. The 3♠ on the river doubled up the Canadian to over 200,000.

After this Tadas Gromas was all in preflop with A♦A♠ against Igor D`Ursel's J♥J♣, the Lithuanian player was seemingly heading for a double up but the board ran out 2♣3♠J♠9♥T♠ and D'Ursel spiked a jack to send Gromas to the rail and guarantee everyone else a payout of at least €1,740.

6.11pm: Lemaire leads
There are just 195 players remaining, Hugo Lemaire is the chip leader with 700,000.

6.05pm: Botond knocks out Rodriguez
Javier Rodriguez is the latest player out, he lost a coinflip with 7♦7♠ to Balazs Botond's A♦J♦ when the board came K♦8♦Q♥T♣A♥. Botond is up to 500,000.

5.57pm: Level 16 - 2,000/4,000/500
Level 16 has begun with an announcement that they if the bubble has not burst by the end of this level then they will continue to play until it does.

Sikora showed his eights but immediately tapped the table when Feil turned over kings. Feil has 6.7 million while Sikora is down to 6 million.

3.36pm: Di Carlo makes huge bluff
Georgios Zisimopoulos had led out for 375,000 on the turn of a 6♣3♠7♣7♦ board against Nicolini di Carlo with 8♠7♠ and the Italian made the call with A♥K♦. The river was the T♥ and Zisimopoulos fired 525,000 only for di Carlo to make it 2 million. The Greek player thought for about 30 seconds then folded, tapping the table.

Nicolino di Carlo opened to 175,000 from under-the-gun with A♦K♥. Frederik Reusch defended in the big blind holding A♥7♥. The flop came 6♥A♣J♠ and Reusch check-called a bet of 160,000. The turn Q♥ gave Reusch a flush draw and di Carlo a straight draw and the German player check-called a 240,000 bet to see the K♣ on the river.

Frederik Reusch raised to 175,00 with 8♥8♦ and Julian Track moved in for around a million in chips with K♠Q♠. Reusch called and Track was flipping for his tournament life. The 8♣T♣4♥ flop gave Track a flush draw but the 9♥ turn and 5♥ river changed nothing and Track was left with just 955,000. Zisimopoulos doubled to over 8 million and took the chip lead.

    1.16pm: All the aces
A crazy first hand! Julian Track opened to 165,000 with A♣A♥ and Frederk Reusch made it 425,000 on the button. Track four-bet to 1,055,000 and Reusch shoved. Track called instantly to create an 8 million chip pot but both showed their aces and then laughed. The board came 7♠Q♥6♣7♣7♦ and they chopped the pot.

UIGEA Online Gambling Payment Ban Pushed Back

Just in the nick of time, word has escaped from highly-placed sources in the financial community that the US Treasury will postpone enactment of the UIGEA rules concerning online gambling payment processing.

With only days left before the implementation of the UIGEA rules, sources within the financial services industry are saying that the December 1st compliance date for blocking online gambling payments will be delayed another six months. According to a report by PocketFives, a site for online poker players, a formal announcement of the decision to suspend implementation will be forthcoming from the Treasury.

The UIGEA rules were crammed onto the executive calendar as a set of midnight rules, being placed on the itinerary exactly one day before the incoming administration of Barack Obama would have had say-so over the online casino block. Companies were given a year to construct mechanisms to comply with the law, which makes processing payments for illegal Internet gambling against the law.

But the UIGEA did not define what constituted illegal gambling, and federal law leaves much open to opinion as to what is proscribed. The result has been blocking of online gaming transactions clearly intended to be allowed via written exemptions in the UIGEA, such as state lotteries and horse racing, while financial companies reject all gambling as potentially dangerous legally.

Nineteen Congressmen, led by online casino hero Barney Frank, implored the Treasury and Federal Reserve to give Congress more time to address the flawed legislation, sending a written letter to Secretary Tim Geithner and Chairman Ben Bernanke. Anti-gambling factions responded with a letter from Senator Jon Kyl and Representative Spencer Bachus, demanding the schedule be followed.

But this week, the entire Kentucky delegation to the House of Representatives, a bipartisan group of four Republicans and two Democrats, asked again for a delay, citing unwanted blocking of online gambling on horse racing.

Formal proclamation of the suspension of UIGEA implementation is expected Friday or Monday, averting the Tuesday deadline with hours to spare.

California Changes Outdated Law Against Sports Betting Pools

Participating in an office sports betting pool, such as a March Madness competition, could have drawn jail time in California until a new law was passed this week, relieving everyone but the NFL.

Governor Arnold Schwarzenegger signed a bill this week lowering penalties against participating in or running sports betting pools, such as March Madness and Super Bowl office pools.Previously, a violation could be charged as either a misdemeanor or a felony, whereas the new maximum penalty is $250.

The bill was proposed by Assemblyman Kevin Jeffries, after a septuagenarian grandmother was arrested and charged for running a $50 pool at an Elks Lodge in his district. The older law had her facing jail time, along with much heavier fines.

The new law does not apply to either pools whose value is more than $2500 or online sporting bet pools.

Margaret Hamblin was working as a bartender at the Elks Lodge in Riverside when she received a citation for sports betting after taking ten $5 bets to form the pool. Hambling was printed and booked, and fined $130.

"Vital law enforcement resources are expended to investigate, charge and prosecute these two women for participating in an activity that is as common as speeding," said Jeffries of the sports betting incident.

The NFL did not comment on the possibility it would sue to prevent the new law from passing unless it got a cut of all pools involving its games.

New Football League Sees No Problem with Sports Betting

Organizers of the new United Football League pooh-poohed NFL claims that gambling is a threat to sports, and said they hope sports betting helps their league as much as it has the NFL.

Gambling may be a subject that causes National Football League Commissioner Roger Goodell's eyes to bug out, but the innovators starting up the United Football League don't understand the NFL's problem with sports betting. UFL leaders have installed a team in Las Vegas, and say they hope gambling does as much for their game as it has for the NFL.

Michael Huyghue, commissioner of the UFL, says sports gambling has caused success for US pro sports leagues, and he welcomes lines being posted on his games by Las Vegas sports books.

"I think it's hypocritical to act like it (gambling) doesn't exist," said Huyghue in a press conference held at the Palms Casino. "We will embrace it."

The UFL will play its inaugural season with four teams, including Las Vegas, Florida, New York, and San Francisco. Teams are sprinkled with coaches and players with NFL experience, including Jim Fassel, who coached the New York Giants into the Super Bowl.

Huyghue asserted that, even if NFL executives refuse to acknowledge it, sports betting is essential in establishing public interest in games. He downplayed NFL terrors about disruption of game integrity, pointing out that sports gambling has co-existed for decades with football.

"The popularity of the NFL has grown abundantly because of that," said the new commissioner.
